Legal expenses paid by Department of Social Development for litigation for a request made under PAIA

Copies of any and all records, or parts of records, relating to legal expenses paid by the Department between 9 March 2001 and 9 March 2014 for any litigation (including proposed litigation) brought in any Court regarding a decision of the Department or Minister of Social Development about a request for information made under the Promotion of Access to Information Act, 2000 setting out the following:

1. the total amount paid (or parts of amounts paid, where only that information is available) whether made to lawyers, Counsel or any witness or other adviser, to defend or conduct that litigation,

2. the total amount paid (or parts of amounts paid, where only that information is available) as a result of:
• a costs order made by a Court, and/or
• an out of court settlement,
for the legal costs of any party or potential party (including amicus curiae) to that litigation,

3. any internal costs and/or time spent by in-house lawyers or officers responsible for PAIA requests in the Department, to defend or conduct that litigation.

Records detailing departmental and ministerial spending on items including catering, air travel, accommodation, meeting venues, vehicles, office space, and security for 2010/11 and 2011/12.

1. Records detailing the funds spent by the department for the financial years 2010/2011 and 2011/2012 on each of the following:
a) Catering;
b) Air travel;
c) Accommodation;
d) Meeting venues;
e) Security;
f) Purchasing vehicles;
g) Maintaining vehicles;
h) Leasing vehicles;
i) Leasing office space;
j) Maintaining office space;
k) Companies contracted to provide drivers for departmental staff;
l) Team building exercises;

2. Records detailing the expenses of the Minister for the financial years 2010/2011 and 2011/2012, including, but not limited to:
a) Ministerial air travel;
b) Ministerial security;
c) Ministerial accommodation;
d) Purchase of vehicles for the Minister;
e) Maintenance of Ministerial vehicles;
f) Leasing vehicles for the Minister;
g) Petrol costs of the Minister;
h) Payment to any company contracted to provide drivers for the Minister.

3. The policy detailing the procedure and evidence (receipt) requirements in respect of expense claims by employees of the department.

Details of the deregistration of NGO's by the Department of Social Development due to non-compliance with Nonprofit Organisations Act.

Any and all records relating to;
1. Total number of NGO’s being de-registered by DSD following non-compliance in terms of section 18 and 19 of the Nonprofit Organisations Act;
2. Steps taken by DSD to capacitate NGOs following the 2005 annual report by DSD citing high numbers of de-registration due to non-compliance;
3. Remedial action taken to help defaulting NGOs; and
4. Plans for capacity development for defaulting NGO’s.
